Call to Order: Meeting was called to order By Mike Dillon

Minutes: Minutes from the January Meeting were approved as submitted.

Police Report: Officer Ryan Mills was present to report for the City. There has been an increase in aggressive driving in Beaverton. Officer Mills handed out a survey for input on patrolling aggressive driving and various traffic controlling ideas. Vandalism is down, but can increase due to longer days. Theft (identity) is still rising. Officer Mills gave out the City of Beaverton's web site http://www.ci.Beaverton.or.us Please use this web site to monitor crime analysis for each neighborhood in Beaverton. Log on..go to police…then to crime analysis. There is also seat belt safety classes held by Officer Mike Rowe through the Beaverton Police Department, check out safety belt location on children or safety seats. Traffic hot line for Beaverton is (503) 350-4009 attention Sgt. Misner.

Treasurer’s Report: Evan Lloyd reported the bank balance to be $2,139.48

CCI (Committee for Citizen Involvement) Report: Marv Doty reported that CCI is now going to be called BCCI(Beaverton Committee for Citizens Involvement). Some upcoming dates to remember: Volunteer recognition night planned for Friday May 3rd. The BCCI will vote in April for the recognition awards. There is also a voters forum scheduled for April 9th or 16th and Bob Tenner will be heading this committee.(This forum will be for non partisan elections) There may also be a fall voters forum in October for State and federal election. Neighborhood yard clean up is June 1st from 8 to 2pm at City Hall. Advertisement will be sent out end of February for the clean up day. The Taste of Beaverton is June 21st thru 23rd. The neighborhood parade is June 22nd with a title of "Nation of Neighbors". Marv said there is a strong land use committee now and is looking to do videos and give talks to the NAC's for Land Use information. On February 20th the planning commission is having a meeting at City Hall for a hearing on the final code text documents. The planning commission is looking to have a hearing officer and getting rid of the denovo.

Redevelopment Office: John Engel, City of Beaverton Redevelopment Office, handed out the Hall Watson Corridor Beautification Project. This would connect the Round on the North of Watson to the Library. This would create small pocket parks with partnership with business between the two entities. Started in July 2001 the contract executed with Urban design collaborative. In July staff met with over 35 downtown business to assess needs. At the end of July UDC(Urban Design Collaborative) conducts pedestrian, cyclist and transit user surveys through out the corridor. In August Hall Watson open house & workshop with John and Fred Kent of project for public spaces. September bus stops where visited and tri-met coordination of bus stop relocations. October meeting with interested partnerships, and second workshop focuses on citizen and business streetscape design. UDC would like to see easy accessed by all pedestrians regardless of their age or disability. There should be adequate width for pedestrian travel. Sidewalks should also be continuous, not use of travel lanes. Pedestrians and cyclists did not feel safe and are looking into buffers. UDC would like to create a sociable atmosphere. Also they would like to promote a sense of place (window shopping). March 18, 2002 the counsel and Mayor staff will present the final report a plan from 1 to 5 years for this project. Broadway and Hall would probably be the place to start. Looking for Federal and State funds along with business beautification dollars and grants.

Fir Grove Park: There will be a plague with history put into the park. However, the park name will remain the same. Bill Verheof still working on getting additional information from Carol. Carol's family will be meeting with Tualatin Parks on the park history also. The Biggi's are also going to help pay for this plague.

MISC: A motion was made to give Dick Lukins a gift on behalf of the NAC for all the help within and behalf of the Highland NAC. Motioned Carried. Mike Dillon to carry out.
