Call to Order: Meeting was called to order By Craig Bass

Minutes:Minutes from the February Meeting were approved with the correction that there is no plague in Fir Grove Park, it will be a plaque.

Police Report: Officer Ryan Mills was present to report for the City.
Officer Mills said vandalism is going up. Theft (identity) is still rising. Officer Mills asked us to go to the city web site for crime information, however give it about two weeks until it will be updated: http://www.ci.Beaverton.or.us

TVF&R:Tualatin Valley Fire and Rescue, with Allen Klein, reported how the tax levy’s and bonds passed has helped the Fire Department. They have been able to purchase 8 (heat seeking cameras) for fire rescue. This will detect body heat and help them rescue any persons that may have become unconscious or hiding children during a fire rescue. They are also in compliance with the OSHA regulations having two fire fighters inside a building with two fire fighters outside a building to help in the event of a fire fighters rescue. Beaverton is contracting services to West Linn and their contract is coming up soon. They need 50% of their voters to show up and 50% to agree on keeping the contract in order for renewal, the first vote they didn’t have enough people voting, they have one more opportunity. Our district is the largest district covered Oregon.

Treasurer’s Report: Evan Lloyd reported the bank balance to be $2,102.10.

CCI (Committee for Citizen Involvement) Report: Marv Doty reported that CCI is now going to be called BCCI (Beaverton Committee for Citizens Involvement). Volunteer recognition night is May 3rd. Craig passed around the information regarding the different awards available. Craig and Mike will get on these right away. Bob Tenner is the chairman for the voter’s forum: the candidates are invited to speak their platform, April is for non-partisan and October is for Partisan. Both will be broadcast, however not live. They will be run several times before each election. All three county commissioners are running unopposed; there will be some metro issues also discussed. Eric Schmidt from channel 49 will be the moderator. Ballots will be mailed about May 3rd. Bill Young is on the Planning Commission and is present and part of our Neighborhood, Welcome Bill. There are a number of places that need to be formalized regarding land Use issues. Get informed and attend early to check out these issues, at a later date some of these issues will be decided without a Denovo hearing. Marv said the Board is working on getting some training out to the public via the NAC meetings on how to’s regarding Land Use Issues.

Fir Grove Park: Bill reported on his research. In 1873 the Welch family purchased land from Allen to Hall to the Park. The Henderson’s then purchased the other ½ of our Highland area. In 1942 the McCormack’s obtained this property, from the Tuckers, which had it in 1911. In 1850 the Fanno’s, Denny’s and Hall’s had to officially have the land surveyed and reclaimed in Oregon City for the Beaverton Property they owned. At that time land purchase was approximately 600+ acres and the City’s were 6 x 6 miles give or take. There is also mention that Ulysses’ Grant on May 5th 1873 gave property to the Welch family. There were mentions of Indians coming down from Oregon City each year. Bill also talked about the surveying of Beaverton and the compass problem being off 20 degrees. Bill passed around several maps and has also shared this information with the Tualatin Hills Parks office. Bill will keep us updated.

POLICE HELICOPTER: Virginia Stenhouse on behalf of the Northwest Rotorcraft Association came to raise people’s awareness for the City of Beaverton to acquire a helicopter. The Beaverton Police funding for the last helicopter has expired and the rented chopper is now gone. The Beaverton Police in the last 6 months was able to get across the City in just 4 minutes. They used this helicopter 2.8 times per hour with a cost of $17.83 per incident. They answered 534 calls and made 47 captures of suspects. The new helicopter will serve 24 cities and the Tri-county area. Life flight right now covers over 300 miles and is very over booked. The other choppers for news are not directly tied into the 911 centers at which the Police one would be making it even more efficient. They are awaiting both Federal and State funding and possible bonds locally. For more information regarding this project please call 503-286-0927.

MISC: Craig passed out a flyer for the City Of Beaverton’s Open House regarding the Tree inventory. This will be at City Hall Saturday April 13, 2002.

Joan Lloyd asked if the NAC could get involved in the beautification of Sorrento circle. Joan has a call into the City Landscaper for suggestions and approval. She would like to see some ground cover and native plants along with some flowers in barrels for color. Bob Tenner referred Joan to City Operations, Steve Brennan- at City of Beaverton extension 2206. If you would like to help please contact Joan at 503-646-0144.

Beaverton Christian Church: Terry explained how months ago their pastor challenged the members to do some community service work. Since they are located in our neighborhood they would like to do something at Fir Grove Park. Scott Andrews, a landscaper and Mike Dillon went over to Fir Grove Park and located a place for a clean up day on April 13 this year. Thank you Beaverton Christian for being such a great neighbor.

UPCOMING EVENTS: Marv has scheduled the Highland NAC for the Saturday Market Cinnamon Roll Booth for May 25th and September 14th, we are also in the running for a 3rd Saturday.

CLEAN UP DAY: June 1, Saturday from 7am to 2pm at City Hall, Craig passed around a sign up sheet. This is our biggest fund raiser please sign up for any or all shifts; there are 3 different shifts this year.

APRIL 5th: Art show and auction at Fir Grove Elementary. The auction of gift baskets are for the 5th grade graduation, as the DARE program will not be funding a graduation this year. Sean Blumberg is looking for donations for making baskets to auction. Please call 503-646-2269 for further information or help, or you can leave the donations at the Fir Grove School Office.
