Approval of
October/August Minutes: Corrections
made to the October minutes and approved as written. Marv Doty
made motion, and seconded by Bob and Dori Tenner. The August minutes were approved as written.
Announcements: Craig Bass
said there is interest from various organizations wanting to brief the NAC –
more than normal. He will continue to
screen the appropriateness of these requests, and bring forward to the NAC
board. Comment cards are now available
for the meeting space – box is in the back of the conference room. New roster for new and
old board members will be sent out during future minutes.
TVF&R: Cold weather – check chimneys for build-up
etc. (Recommend to do this annually).
“Toy and Joy” program starting – drop-off at any fire station (new and
unwrapped toys). 24 new recruits
recently hired. At a recent fire,
TVF&R saved one life.
Beaverton Police: Officer Jim Patrick: Jim is new to our district, and statistics
have not been put together, however they will be available next month. He said car prowls/vehicle thefts are still a
concern; however these activities tend to slow down during the winter. He recommends keeping valuables out of
autos. Regarding “safe guarding
property”, Officer Patrick recommends video taping household items. He was unaware of increased violations in
school zones. Officer Patrick was
unaware of increased activity by the Beaverton Police to target aggressive
drivers; however the police department is receiving additional federal money to
combat DUI violators.
Treasurer Report: (Evan Lloyd):
Evan said the NAC is in a “healthy position” for FY04 – see FY 03
Financial Report. Mr. Lloyd reported the
starting balance for FY04 is $4,442.71.
Each month the check-book is balanced. The report identifies
expenditures, and money earned by the NAC.
Bottom line: “the NAC is very healthy due to lots of participation…a
great organization…great team work.”
Sorrento Round Update (Joan Lloyd): Use of roses next year with deep roots, not
shallow plants, due to the high cost of installing a Drip irrigation system (to
costly and labor intensive). New roses
will be drought resistant and disease free – two more to plant. The area is beautifully maintained. No acts of vandalism to report, but someone
ran-into a small oak tree - some bike traffic identified. Joan is looking forward to next spring.
BCCI/Beaverton Court Subdivision Update (Marv Doty):
Beaver
Court Sub-division: The safety of
children prevailed with this project – no access to Hall
Blvd. will be allowed. An emergency “Ballard” system for access of
emergency vehicles, as well as additional sidewalks for pedestrian traffic will
be installed. Again, safety of children
prevailed.
BCCI:
Four members elected from the NAC on the board. Evan Lloyd is the new president. A comprehensive Land Use Manual for the NAC
is moving forward. Typically this board
is driven by the developers – our membership assists with the process, and
insures a voice from the NAC. Lots of
things happening in the neighborhood - 217 corridor expansion, Mount
Williams (35 acre site) property is
being purchased – underground storage area proposed – near Davis
Rd., connect Nature
Park to 166th
St.
Eagle Scout Project: (Jeff Whittenburg, Troop 162) Jeff painted
storm drains to prevent pollution from Highland Hills
runoff which drains to Beaverton Creek”.
He painted, “Dump no waste” on the storm drains - 100 storm drains. Jeff selected the project to help the
environment – distributed 600 flyers to local neighbors. He is primarily concerned with oil and
fertilizer wastes – contaminates that drain to Beaverton Creek. Jeff encourages recycling oil, and the use of
natural predators. SOLVE also does this type of work – “Drains to Stream”. Dustin Blumberg, student from Highland Hills,
was suggested as a potential project “continuation” person. Mr. Marv Doty
said some developers have a cartridge system that takes pollutants out of
wastewater prior to stream distribution.
Jeff also collects pop cans at Southminster
Church to fund his projects.
New Board:
“Roll call”
made by Craig Bass. (12 board members present
tonight – Eight voting members – three not at meeting. Nominations:
Open enrollment – see hand-out. Marv
Doty made motion – seconded by Elva Doty. Motion passed – all board members agreed to
the nominations. Board Positions/New
Nominations: Evan Lloyd agreed to
continue to serve as Treasurer. No other
names submitted. A bylaw committee will
be established to determine or make recommendations to extend his tenure. Motion passed. Mr. Marv Doty
and Mr. Bob Tenner will co-chair this
committee. Other elected Cabinet
Positions: Mr. Craig
Bass, Chairman – 2nd term; Mr. Charles Knapp,
Secretary, 1st Term. Motions
made by Dori Tenner, and seconded by Bob Tenner.
Other Business/Upcoming Events:
Neighborhood Schools
(Fir Grove and Highland Park
Schools):
Marv Doty has completed a letter to the
neighborhood schools regarding the Highland. Evan will forward checks with letter. (Written report attached to minutes. Both principals were delighted with the NAC
scholarship program)
January meeting: Richard Polo, Hagen Store Project President,
will conduct a meeting at South Ridge
High School at 1900, 8 January 2004. Motion moved and passed (Dean Wilson, and Marv
Doty) to link our NAC January meeting to this location and
time. Background on the Hagen
Project: DEQ is monitoring
project. Top of hill will be
pristine. Expected to
open next year – 64,000 square feet.
Being constructed in the Saxton Mountain
area. All surrounding NACs are
being invited to attend. No signs to be
posted for this January Meeting. Map
will be sent with minutes – Craig will send an email to the other NAC’s/City of
Beaverton.
December meeting will occur. (Cookies and desert for the 11 December
meeting)
Flag and banner: Craig Bass
recommends buying two or three banners. Marv
Doty said Gene Starbur (?) can make banners/flags at good
price. Banners are needed for the
Community booth/events etc. One new
banner will be located at city hall.
Gene Starbur will address cost for banners – keeping the current
Highland Hills logo– at December meeting. Evan will forward checks with letter.
Display cabinet
issue: Marv Doty
said construction is delayed/pending due to illness by
the designer/maker.
Clean Air Coalition
requests to attend a future meeting – Public power group tracking what is
occurring with the power situation in Portland. Due to land use issues dominating current
meetings, we will address this at a future date. At this time, we will not have this group
address the NAC.
T- Shirts: Michael Dillion recommended purchasing new
T-shirts with the NAC logo – NAC will address this at a future date...
Update addresses and emails – move to Dec.
Newsletters send out – handout at next meeting.
New neighborhood street signs – neighborhood addition – will
be in place by the end of year.
