Call to order 7:07PM by Craig Bass

 

Present:  Craig Bass, Tammy Bass, Al Hittner, Station 67 Fire Department, Dean Wilson, Barbara Wilson, Joan Lloyd, Evan Lloyd, Bob Tenner, Elva Doty, Salter Friesen, Bill Verhoef, Kelly White, Lee Asch, Trina Talbert, Stella Choe, Mike Claboe and Sok Bong Ko.

 

Absent:  Dori Tenner, Juanita Coporanis, Gene Stauber, Shawn Blumberg

 

Minutes from the June meeting were approved as written. Marv Motioned and Bob 2nd.  The emergency August meeting was also approved as written.

 

Beaverton Police: were unable to attend

 

Saturday Market:  There was no replacement for the Farmers Market and the Highland NAC needed to take this week, September 13, 2003.  We have 130 drinks and 30 waters in inventory.  There have been other groups that would like to be considered for next year.  There are 24 Saturdays to be filled.  We have about 15 groups participating currently.  Thanks to Bob Tenner for purchasing the new tent being used.

 

Treasurer’s Report: Evan reported that our bank balance is $4,072.71.  $1271.60 has been received from the Clean Up day.  This represents about 25% of the total monies from all the NAC’s for Clean Up Day.

 

TVF&R; Fire department reported they have seen several oil fires in the kitchen.  They also have been working with the City to make sure the speed bumps that are put in place

are no hindrance for emergency vehicles.  They are working on the two on two system put in place from the Levy that passed.  TVF&R will be running another academy for 21 incoming fire fighters.  Smoke detectors need to be in every house and the fire department will check into it if there is a problem or needs attention.

 

Hearthstone of Beaverton:  Walter Friesen spoke about the retirement Home located off of Hart Road just in from Hall Blvd.  They would like to lease additional space next door to them for parking.  They would also like to have approval to expand for an Alzheimer unit.  Before taking this expansion to the City Walter needed to come before the NAC to let them know.  Right now they have 58 apartments with 62 residences.  They would like to build 24 additional units. They would like to build East and West of the existing building.  The drawings will be ready by the end of this month and we will, as a NAC will allow about 15 minutes to discuss this expansion. 

 

BCCI;  Marv reported that they have had outstanding current event speakers.  Last month Ed House, The director of the City Library spoke of the 2500 a day participation of people at the Library.  The Board members on the Code Review Board  (Land Use) will be going to a public hearing between the homebuilders and the City, This is to make sure the codes are fair among the citizens.  About October the new handbook will be ready to present to the NAC’s.  There will be elections in November for BCCI. 1Million dollars has been pledged to help connect the Willamette trail from the River through the power line trails.  Marv also brought up the concern on Fantasy Video to be open 24 hours a day.  The Neighbors in the area are concerned that this will go through.  This will be going before the City.  The planning commission has approved the operating hours unanimously.  The neighbors are now fighting to get this stopped.  Monday night at City Hall it is open to the public, September 15, 2003.

 

The Valley Times:  Craig passed around the Valley Times with Marv Doty and Bob Tenner publications for different volunteer work.  We are happy to have both these people on our NAC.

 

Fir Grove: The dedication of the Fir Grove Plaque and Rock with THP&RD. 

David Andrews, with THP&RD, and Derek Colby with the Oregonian will be there.  This will be dedicated September 27, at 2PM.  Bill gave a history on Fir Grove Park to update the rest of the neighbors.  Dean has confirmed that the Welch family will be in attendance.  This park is located at the corner of 22nd and 130th.  There will be a PA system, Tents set up and refreshments.  Marv and Bill will take care of the dedication.  Barbara made a motion that we set up a budget of $250.00 for refreshments and Dean 2nd the motion.  Marv has volunteered to handle the refreshments and Joan will do the drinks.  THP&RD will bring the PA system and tents. Voted and Passed.

 

Beaver Court Subdivision update- Craig talked about Barlow Rd going through.  After a lengthy meeting it appears that Barlow Rd will not be punched through to Hall Blvd.  We had over 40 qualified testimonies in front of the Planning Commission.  The developer now has to make new drawings showing the road is now a bike path.     It was nice to know that the developer will be saving as many trees as possible.

 

Newsletter:  The City sends the mailing by zip code for bulk rate.  Craig will print notices and Barbara will take the flyers around to the neighbors.  Marv thanked Don Jarman, and Joan Lloyd for the wonderful newsletter.

 

Caring Committee:  Joan would like to make a motion to set up a caring committee with a budget of $75.00 to send letters for births, marriages, accident, and illnesses within our neighborhood.  Joan has made the motion that Elva Doty be the chair of this committee.  Marv 2nd the motion.  Open for discussion.  There is a concern that we might miss someone, not intentionally, but still miss someone.  1 opposed and the rest approved.  So passed by majority.  Marv made an amendment to re-look at this in 6 months.  Bill 2nd the motion and discussed.  Voted and passed unanimously.

 

Allen/Hall Intersection: Mike Claboe who owns the Shell station on Hall and Allen. Stated that they have been approached by the City to have bike paths put in at the intersection and expansion of the intersection.  The width of Allen and Hall would increase by 35 feet.  There would be no Shell station, Allen market, or 7-11.  The City will condemn the properties if the owners will not sell.  The owners of the small business’s feel this intersection is mature, and needs to be treated of an enterprise zone not a West Traffic collection.  This is in the beginning stages of development with the City, which will start at 12th street on Hall to the South past Allen.  The neighbors and business owners would like the Highland Neighborhood, Vose and Central Beaverton NAC’s support in stopping this project.  In 2002 the engineering has been done.  Fall 2003 more surveying has been in motion.  Barbara made a motion that NAC put into place a committee to oppose and back the stopping of the City project 3304.  Joan 2nd it.  Marv would like to along with Bob to check out all the facts, traffic analysis and various information be found out. Barbara will withdraw the motion in place and Joan 2nd.  Barbara made a motion to set up a committee with Marv and Bob leading the committee and bring in Vose and Central Beaverton to research the project 3304 and report back to the NAC.  Bob asked that Mike keep us informed.  Joan 2nd the motion opens for discussion. Voted by NAC and passed.

 

DOG Laws:  Trina Talbert said that a mastiff run across Hall at Danielle and bit Trina.  The dog was off leash.  The neighbors in the area are worried about the Mastiff and German shepherd is located at the 7450 Danielle house.  They called 911 and they said they had to call animal control to handle the dog bite case.  Marv suggested that a complaint be filed with the code enforcement with George Fesler.  The dog went to the pound for 10days because the rabies shots were not updated.  Trina will update Joan and get back to the NAC next meeting on the progress.
