MEETING MINUTES

APPROVAL OF OCTOBER MINUTES: One correction. Bob Tenner indicated he was in attendance at the October meeting but was not listed as attending. Minutes were approved as corrected.
TREASURER’S REPORT:
Dean Wilson, Treasurer, reported we had a bank balance of
$2,477.99 as of 10/31/05
however, we have committed
$402.11 to the Oregon Food Bank
$300.00

Total $ 1,002.11
New balance: $ 1,475.88
The NAC had approved payment of these three expenses at a previous meeting. Dean was asked by Jeff Menzel to write and mail the check to the Oregon Food Bank, and to write the checks to the two schools and mail them to Jeff for presentation at a later date.
MOTION
SCHOLARSHIP: After considerable discussion, a motion was made by Dean Wilson and seconded by Barbara Wilson to commit $750 to a qualified graduating high school senior who lives within the Highland NAC area. The scholarship will be paid in mid-June.
Vote: X Passed. This motion passed unanimously.
There was discussion whether some students live in the
Highland NAC area but attend high school
at Southridge.
Action item: Jeff will

HWY 217 TOLL LANES: It was agreed that our NAC will not take a position regarding toll lanes on Hwy 217, but a person who participates in the NAC can take a position as an individual.
BCCI: Craig Bass gave a report from BCCI.

There will be three emergency preparedness seminars
scheduled for
§ November 16, and 30, and December 8

There will be new recycle containers provided to
recyclables (except glass) can go in one container.
MATCHING FUNDS FROM THE CITY: The NAC can apply for matching funds from
the City of
Action item: Barbara Wilson will call Clean Water Services and inquire if permanent
rubberized labels could be put at storm water grates within the NAC indicating “Don’t dump waste here.” If future plans include funneling storm water into regular sewage pipes for treatment, perhaps labeling at the grates is no longer necessary.
Action item:
Barbara Wilson will call the city and ask about automatic sprinklers
which run in

MOTION
According to our bylaws, Dean Wilson cannot serve another term as Treasurer. Bob Tenner made a motion to suspend for one year the Bylaws regarding the term of the Treasurer thereby allowing Dean Wilson to serve as Treasurer another year. Motion was seconded by Juanita Coparanis..
Vote: X Passed unanimously.
MOTION
Craig Bass made a motion to accept the slate of nominations. Seconded by Barbara
Vote: X Passed unanimously.
FUTURE ARRANGEMENTS FOR MANAGEMENT OVERSIGHT RESPONSIBILITIES OF SATURDAY FARMER’S MARKET BOOTH. Action item: We will discuss this matter at the next meeting. Craig Bass said he would make a video to give out to booth volunteers so they will understand what they need to do when they use the booth.
Action item: Dean will contact Marv about the Harvest Fest, November 19
regarding our participation and will send email to Jeff Menzel about this.
