APPROVAL OF SEPTEMBER'S MINUTES:  Minutes from September meeting were accepted with one correction:  (typo)  "quorum" (not quotum).    Minutes were accepted by consensus.

 

TREASURER'S REPORT:  Dean Wilson stated  that the bank balance is $2,399.99  Of this amount $402.11 is committed to the Oregon Food Bank.   

 

POLICE REPORT:  We did not have a police report at this meeting.

 

PRESENTATION BY CITY STAFF MEMBER David Winship, Utilities Manager, regarding the increased rates for replacing aging sewer pipes in the city.  There will be no citizen vote on this increase.  The City Council will hold a public hearing on November 17 which will be followed by a 1st reading.   The proposal is as follows:

               On February 1, 2006, there will be a $1/month increase per water/sewer account

               On February 1, 2007, there will another $1/month increase per water/sewer account

               After that there will be a change in the rate index annually for inflation.

               Construction index has been 3% increase on $2 but this may increase.

 

BCCI REPORT:  Craig Bass

               Craig reported on a new development proposed on the Teufel property.  There will be

               1500 new housing units plus a new school.

 

FARMER'S MARKET

               If it doesn't rain, the tentative plan is that Elva Doty will have the community booth

               on 10/22 for the benefit of the Oregon Food Bank.

 

HIGHLAND NAC NEW OFFICERS NOMINATIONS

               Nominating Committee was appointed.  The committee will return to the November NAC

               meeting with nominations for new officers.  Members of the nominating committee are

               Craig Bass, Bill Young, Andrea Menzel, and Jeff Menzel.

 

BOARD MEMBERS:  Jeff Menzel indicated that the Board members of the Highland NAC needed to be clarified so that the NAC would not have problems determining the number of attendees required for a quorum.  Jeff telephoned those members who had inconsistent attendance and several persons dropped off the Board. 

 

 

 

 

The following was proposed by Jeff as the official current list of Board members:

Quorum would be 50% plus 1.

 

MOTION:  There was a motion, second, unanimous vote for acceptance of this list of Board members.

 

NEW BUSINESS

 

GRANTS TO SCHOOLS:  $300 each to Fir Grove and Highland Park Schools.

MOTION Dean made a motion to grant $300 to the Fir Grove Elementary School, and $300 to Highland Park Intermediate School from the NAC Treasury.  Motion was seconded.  Passed unanimously. 

 

SCHOLARSHIP:  The issue of a scholarship was postponed until the November meeting. 

 

CIRCLE GARDEN:  Watering at the Circle Garden requires a volunteer.  Agenda item for November will be a discussion on a volunteer for watering responsibilities. 

 

MATCHING FUNDS:  Jeff asked for ideas to be discussed at the November meeting for using the city's matching funds offered to the NAC. 

 

CITY'S SUMMIT:  The City of Beaverton will have a Summit at City Hall on Saturday, October 22, to inform the public of city services.
