GUEST SPEAKER: Patty McNally from Ride Connection gave an overview of the services
provided This is an American Red Cross program serving Multnomah and
Washington Counties for seniors and disabled persons providing door-to-door transportation
to doctor's appointments, grocery shopping, work, school, or other important personal
business appointments. The service is provided free or for a donation of $1 - $1.50.
Funding is provided by grants, federal or state government or private donations. There are
30 partnerships involved; 80 vehicles. 50% of the drivers are volunteers.
BCCI Report: Craig Bass reminded all that the Voter's Forum would be held on 4/25
and June 3 is Beaverton Clean-up Day. Sub Shop owner Charles Wilson has
organized Old Town Beaverton Festival for July 22. Broadway will be closed and there will be
booths.

MOTION - Barbara Wilson moved to invite Betty Bode and Bob Burke, candidates for
City Council, to appear before the NAC on May 11 for a program not longer than 30 minutes.
Each candidate may speak for not longer than 5 minutes. Q and A will be held for the
remaining time. Marv Doty asked that we take one candidate at a time, and the other
candidate should sit in the hall during Q and A. A straw vote affirmed Marv's suggestion.
Elva Doty seconded Barbara's main motion as amended by Marv Doty.

ACTION ITEM: Jeff Menzel will call both candidates and invite them for the May 11 program.
It was agreed by consensus that if one candidate cannot come, the other candidate should not come.

BEAVERTON FARMERS' MARKET - Marv Doty gave a general overview of the Farmers' Market procedures.
Set up is approximately 6:45 am, and tear down is 1:30 pm. Marv will give training on May 13.
Inexperienced NAC booth volunteers should attend the training. Jeff Menzel said he would be there. A sign-up
sheet was sent around the group for members to schedule to work the booth.

REVISED HIGHLAND NAC BYLAWS: - Bill Young gave a report. Marv and Bill met with Ellen Levno
regarding changes to the Bylaws. The final authority will be the City Attorney. Copies of the revised
Bylaws were distributed to the group. Changes were reviewed by Bill. Changes made by Ellen Levno
were indicated by "strike-outs" in the Bylaws for the Highland Neighborhood Association Committee
(amended 2/09/2006)

Changes to the Bylaws were presented by Bill Young.
NOTE - details of "Proposed Amendments" are listed at the bottom of these minutes. (Attachment A)
MOTION - Bill Young moved to accept a change to Article III, Section 2, F, line 2
of the Revised Highland NAC Bylaws. Seconded by Juanita Coparanis.
VOTE: Unanimously passed.
MOTION - Bill Young moved to accept a change to Article IV, Section 3, line 3,
of the Revised Highland NAC Bylaws. Seconded by Craig Bass.
VOTE: Unanimously passed.
MOTION - Bill Young moved to accept a change to Article IV, Section 4, line 1,
of the Revised Highland NAC Bylaws. Seconded by Marv Doty
VOTE: Unanimously passed.
MOTION: Bill Young moved to accept a change to Article IV, Section 5, G, line 1
of the Revised Highland NAC Bylaws. Seconded by Juanita Coparanis.
VOTE Unanimously passed.
MOTION - With regard to Article IV, Section 8, Bill Young moved that we not read
"fully and distinctly: the entire Bylaws at the 4/13/06 meeting because we had discussed
the Bylaws in depth at previous meetings. Seconded by Juanita Coparanis.
VOTE: Unanimously passed.

It was also noted that there were typos on page 2 (CBNAC instead of HNAC), and page 4 (DWNAC
instead of HNAC). ACTION ITEM: Bill Young will mention this to Ellen Levno for correction.

OLD/NEW BUSINESS

REHAB PROPOSAL FOR OUR NEIGHBORHOOD - ALLEN BLVD.
JEFF MENZEL gave a report that Paul's Busy Bees Child Care had closed their business on Main and
Allen, and a proposal had been made for a Rehabilitation Center for alcohol/drug abusers with accompanying
programs for family members. Jane Story, a visitor, said there would be 37 meetings held each week with
20 people at each meeting. Discussion regarding this ensued.
ACTION ITEM: Marv Doty will talk to Moji who is the proposed entrepreneur and will report back to the NAC.

Craig Bass moved to elect Mike Powell and Karen Beattie as Board Members.
Seconded by Dean Wilson.

ATTACHMENT A
PROPOSED AMENDMENTS
HIGHLAND NEIGHBORHOOD ASSOCATION COMMITTEE BYLAWS
Article III, Section 2, F, line 2 .......by the HNAC (insert "General Membership or Board.")
Delete "within the guidelines of these bylaws."
Article IV, Section 3, line 3 ......except for one (add "or more") high school student ..
Article IV, Section 4, line 1 .....after the word "meeting," delete the words "called for
that purpose" and in their place insert the words "where notice of board member
participation has been included in the agenda for that meeting."
Article IV, Section 5, G, line 1..... "shall be filled (delete "not sooner than the first
regular meeting of the board following the vacancy," and insert "at a regular meeting.")
Article IV, Section 8. Note from Bill Young:
The existing wording of this section, unaltered by the proposed
amendments, requires that amendments to these bylaws must, one month prior to
adoption, "be read fully and distinctly at an open board meeting." The meeting tonight
is the fourth time that we have discussed the bylaws and the proposed amendments.
The board will need to determine if the requirements of this section have been met
during the course of these discussions, or whether we should undertake a separate
and specific reading of the proposed amendments to the bylaws now or after
they are reviewed and approved by the City Attorney.
