APPROVAL OF SEPTEMBER MINUTES:  Minutes of 09/14/06 were approved with the following correction:  Craig Bass asked that the paragraph related to Adoption of Revised Highland NAC Bylaws

include the name of the person making the motion, Bill Young, and the name of the person who seconded the motion,  Marv Doty    The corrected minutes were approved unanimously. 

 

TREASURER'S REPORT:  - reported by Dean Wilson, Treasurer

            Bank balance                           $1,990.86

           

TUALATIN VALLEY FIRE AND RESCUE REPORT -  Regular monthly update report was not made.  (presentation for the ballot measure was made later in the meeting; see below.)

 

POLICE REPORT - Officer Doug Jones gave a report that indicated there has been very little police activity needed in our NAC.  Five police calls were made in our NAC over the past month.   A discussion ensued regarding a school warning sign at Wilson and Allen Blvd.  The sign is obscured by trees.  Mounts for flashing lights are installed on the sign but no lights are attached.  Officer Jones indicated there is a WEB site to use to report this kind of sign problem.

Officer Jones referred to the previous NAC meeting when speeding problems at Juniper Terrace and

SW 22nd were mentioned by a resident.  He said additional attention would be brought to this intersection.

 

 

 

 

 

 

 

UPDATE - WEB SITE FOR HNAC:  Tim Lohman is our new WEB MASTER.  He indicated there were certain costs involved with updating  and maintaining the HNAC WEB site.  The site was placed on godaddy.   Costs would include $4/month for hosting.  $20 for domain name.    Marv Doty made a motion to pay for the costs involved in maintaining the WEB site, seconded by Craig Bass.  Vote was unanimous.

 

Jeff Menzel asked that Tim make connection with Dean Wilson, Treasurer, to be reimbursed for the costs of the WEB site.   Dean will write a check to Tim.

 

TUALATIN FIRE AND RESCUE BALLOT MEASURE -  (November 7, 2006 ballot) - A presentation was made by our guests,  Sgt. Gene Moss, WCSO, Chris Quinn,  Sr. DA, Washington County,  Sgt. Shaun Bailey, WCSO  This is not a new tax, but replaces an existing tax which is now expiring.

 

BCCI:    Craig Bass, Karen Beattie, and Marv Doty attended the BCCI meeting.  Craig reminded NAC members to attend the Voters' Forum at City Hall on October 17.   Craig reported that Barbara Fryer gave a presentation on Goal 5 of the statewide planning goals.  This involves friendly habitat for wildlife, stormwater filtration and retention.  Barbara Fryer will give a presentation to the public on Wednesday, October 25, at City Hall. 

 

LIBRARY BALLOT MEASURE:  The scheduled speaker was unable to attend. 

 

BOARD ELECTIONS:    Jeff Menzel nominated Tim Lohman to be a Board member.  Seconded by Bill Young.  Vote was unanimous.  In addition to Tim, the following persons were elected as Board members:    Jeff Menzel, Bill Young, Dean Wilson, Barbara Wilson, Marv Doty, Elva Doty, Craig Bass, Dustin Blumberg,  Juanita Coparanis,  Karen Beattie, Mike Powell.    Motion was made by Bill Young and seconded by Barbara Wilson to accept the above-listed persons as  Board members.   Vote to accept the list was unanimous.

 

SLATE OF OFFICERS:  Jeff Menzel reminded the NAC of the slate of officers which had been selected by the Nominating Committee (Jeff Menzel, Craig Bass, and Mike Powell).    He asked if there were any additional nominations.  There were no additional persons selected to fill the officer positions.

The slate of officers will be on the agenda for election for next month. 

 

SCHOLARSHIP AWARD:  Jeff Menzel reported that we have given out $750 each year for the past three or four years for scholarship.  He would recommend that this amount be increased to $1000.  The motion was made by Marv Doty to increase the amount to $1000, seconded by Juanita Coparanis, approved unanimously.

 

MATCHING FUNDS PROVIDED BY THE CITY OF BEAVERTON FOR NEIGHBORHOOD USE. 

Jeff Menzel said that he believes the requirements for matching funds offered by the City to the NACs may be less restrictive than previous years.  He will report further at a future meeting.    Last year we were unable to suggest a project for neighborhood use which fit within the guidelines provided by the City. 

 

 

 

 

 

 

BEAVERTON FARMERS MARKET BOOTH REPORT:   Dean Wilson reported that a crew is needed for October 28, Saturday, because the Highland NAC will work the booth that day.  Marv Doty will set up and tear down.  Marv Doty is in charge of organizing the help. 

 

NEIGHBORHOOD SIGNS:  Craig Bass asked that anyone who could help him repair the HNAC sign at SW 22nd to talk with him after the meeting.  Craig said he would need to buff the sign.  Barbara indicated that Serena Nelson, the resident of the first house on 22nd on the north side, would allow the outlet in her garage to be used for buffing equipment.
